Scarborough Reef, to witch does it belong ?

The
small Scarborough Reef, mostly known as the Yellow Reef, is a triangular
shaped submerged reef, located on 15N07 and 117E51. It lies about 300 kilometers
west of Manila, the capital of The Philippines.
Most of Scarborough Reef is submerged, except a group of coral-rocks up to 6 ft high, located in the southeastern part of the reef and in the north.
Scarborough Reef was till the start of the second World War a part of China, and was not disputed. In 1941 Japanese Troups occupated the reef, when they claimbed the complete Spratly Island Group. After the redrawn of the Japanese at the end of that war, The Philippines announced claimbing Scarborough Reef in a Diplomatic Note, dated to the 12th of November 1949. Only 3 weeks later as the PRC in Peking, as the Taiwanese Republic, protested against the claimb by the Philippines.
Later on The new government of the Philippines declared in 1952 the Scarborough Reef as an official part of the P.R.C.
The Scarborough Reef was used, 20 years ago, by the Navy of the Philippines as a test-area for bomb-shooting. The Philippines build up a lighthouse and a small iron tower, both ruined now. There is a Chinese (P.R.of China) paper from 1715 who declares Huang-Yan Dao as a part of China. There is a second paper, dated of 1953, that the Scarborough Reef is a part of the Philippines Navy. Today it seams that Scarborough is nor used by the Chinese and nor by the Philippines, but it seams to be today a part of the navy of the Philippines.
